1. Apply for a business license to start a hamburger restaurant. Contact the county clerk's office or Small Business Administration in your area for information about small business licensing. Contact the Internal Revenue Service to apply for an employer identification number (EIN), which is used on state and federal tax forms and other business documents. Purchase business insurance to protect property and restaurant equipment in the event of vandalism or damage. Business insurance also helps protect business assets in the event of a lawsuit or settlement.


2. Contact your local health department to learn more about licenses needed to operate a restaurant. Licenses may include food retail license, food managers license and food handler's license. Complete all training and pass the necessary exams to earn these licenses. Contact your local alcohol licensing board if you plant to serve beer, wine or hard liquor in your restaurant.


3. Lease commercial retail space in a busy shopping center or downtown location from a commercial real estate agent. Restaurant space should be large enough to provide ample space for customers and kitchen space large enough to cook and store supplies.


4. Purchase restaurant equipment such as ovens, ranges, refrigeration units, deep fryers, cooking utensils, serving trays, plates, eating utensils, tables and cleaning supplies. Visit restaurant discount stores or shop online to find discounted restaurant items. Contact the health department to schedule a health inspection after setting up the restaurant.


5. Hold a grand opening celebration to attract customers. Advertise your hamburger restaurant in local newspapers, magazines, radio and on television. Create a website to include a menu, daily specials, hours of operation, contact information and directions.
